Moctar Touré is Special Advisor to the Presidency of the Republic of Mali. Former President of the Energy and Water Regulatory Authority (CREE Mali), he holds a post-graduate degree in Electrical Energy and an MBA in Management and Public Administration from John F. Kennedy School of Government at Harvard University.
